Park County commissioners approved a Reconnecting Communities Pilot Program grant to fund a safety and mobility study for rebuilding Bailey along U.S. 285. They also adopted new bylaws for the Tourism Advisory Board and corrected the 2025 holiday schedule to reflect a federal proclamation.
The actions came during the Board of County Commissioners regular meeting on Tuesday, April 7, 2026. Chair Wissel, Commissioner Amy Mitchell and Commissioner Jason Gemmer were present.
The board approved the Reconnecting Communities Pilot Program grant agreement for the Bailey/U.S. 285 safety and mobility study. Commissioners praised the work of Public Works Director Nick Bredsnajder and Project Manager Jared McQueer on the application. The grant will support design discussions with local businesses, residents, and stakeholders to improve pedestrian safety and mobility in an area where crossing U.S. 285 is described as extremely dangerous. The motion passed unanimously.
The board approved bylaws for the Park County Tourism Advisory Board and filled a vacancy on the board with Andi Ward Weidner. The bylaws outline the board’s role in recommending use of lodging tax revenue for visitor experience improvements and tourism marketing.
Commissioners approved a resolution amending the 2025 holiday schedule to provide proper holiday pay for first responders and communications staff who worked the day after Christmas following a late federal proclamation. The change retroactively corrects the earlier use of comp time.
The board also approved vouchers and prior meeting minutes, an NDA agreement for county positions with access to sensitive areas such as election materials and the jail armory, a common plat amendment for Lots 2277 and 2278 in the Estates of Colorado subdivision (applicant Keith Parker), and Board of Adjustment amendments to Park County land use regulations (Article I, Division 2) to adjust quorum requirements. Commissioners approved the county’s mission, vision, and value statement, a Highline internet access agreement for Park County libraries, and a Human Services professional service agreement with AWH Law LLC.
The board tabled a resolution authorizing conveyance of real property at 153 Delwood Drive in Bailey to the Platte Canyon Fire Protection District with a right of first refusal deed restriction to allow further discussion on continued county access to the meeting room.
The board introduced Ordinance 2026-006 on first reading. The ordinance updates county regulations on rubbish, blight, and environmental degradation. It will go through the standard public comment and second-reading process.
A continued public hearing on proposed 1041 regulations for water projects was carried over to April 14 and April 21.
