Fifty million Americans without employer retirement plans will receive access to federal matching accounts under a program President Trump announced during his State of the Union address Tuesday. The government will match worker contributions up to $1,000 annually. Every working American gains direct stock market participation.
Trump told Congress that half of working Americans lack access to retirement plans with employer matching contributions. He announced his administration will provide access to the same retirement plan offered to federal workers. Workers activate accounts by checking a box on tax forms.
The program builds on the Secure Act 2.0 that President Biden signed in 2022. A White House official confirmed philanthropic organizations can contribute to worker accounts. Treasury Secretary Scott Bessent said implementation requires no new Congressional action.
Federal employees already receive similar benefits through the Thrift Savings Plan. Corporate workers access market-linked accounts through IRAs and 401(k) programs. Trump created accounts for Americans under 18 in January with $1,000 in federal seed money.
Democrats argued for months that stock market gains only benefit wealthy investors and seniors with existing retirement accounts. Progressive lawmakers used the claim to support higher taxes on investment returns. Trump introduced children’s accounts as legislation to benefit kids. The framework made opposing adult accounts politically difficult.
The announcement eliminates the Democratic economic argument eight months before midterm elections.
